A Political Manna Already on the Ground

All the advanced economies globally are stagnant and only an increase in productivity can get more wealth into the hands of their citizens in need. Businesses have a large supply of capital available for borrowing but they invest at a rate necessary to produce substantial growth neither in advanced economies nor in emerging economies. A plentiful supply of people with technological and business know-how is available in advanced economies to manage new growth but not enough is being done because governments drain off money by taxing businesses excessively, use taxes corruptly and fund welfare programs in order to assure their politicians reelection. Opportunities for investment in emerging economies and poor economies are not attractive because they provide little financial security and their governments are often so corrupt that their politicians demand a percentage of monies from foreign investment for their own pockets.
Global productivity can race ahead securely at the rate necessary only by radically changing existing political structures worldwide. Sovereign nation-states are by their very nature opposed to intelligent change and they must give up full sovereignty by joining a union of states with advanced political, financial, judicial and educational structures already operating that can be imported directly into their states. In return for their sacrifice of some sovereign powers, foreign businesses will be able to operate securely and freely in them and the central government of their union will fight against every state’s corruption and guarantee a democratic government for the union’s states who will retain most of the powers and political duties they have now as nation-states.
It is not necessary for nation-states to accomplish this by some miraculous crossing to a promised land through an opening between waters of a sea or by being nourished on their journey by manna mysteriously falling from the sky. A political manna is already on the ground. A political system already exists with the legal power written in its constitution to add new states to its union. All the nation-states of the world who want to be free and more productive should petition Congress in Washington DC to become new American states and help create a new miraculous condition on our earth, a United States of the World.

Using the Best Practices of the US in the EU

The European Union should take a leap forward by restructuring itself politically using the successes and failures of the American Union as a guide. It should give Brussels sovereignty over all military and diplomatic activity. This would give it the power to act as a nation-state in relation to foreign states as is the case in the US. It should establish a federal court system and a supreme court to hear cases on appeal with the power to overturn state laws but it should allow states to hold referendums on any law overturned so that citizens could strike down an unwanted court decision. In the US the federal court system and the supreme court hand down judgments against state laws that are final. Commerce originally in the US was to be regulated by the Congress only among the states but its power was extended over the years to all commerce. In the EU all commerce should be free and unregulated as far as reasonably possible but no state should be allowed to impose tariffs on other state’s products and the free movement of capital and labor across all borders should be allowed. Creating an expanding money supply in a union of states is a major problem since states fear giving up the power to create money in their state and to control their banks. The EU should use the Federal Reserve Banking System of the US as a model. All state banks could continue as such or could opt to join a federal reserve system which is run by a private board of governors independent of all governments. Federal Reserve Banks would be established in each state to loan money to banks, guarantee deposits of individuals up to a certain amount, and supply liquidity and direct support to banks. The EU in this new form would need to tax income of individuals and corporations to fund itself but it could establish in advance that such taxes could never exceed 2 or 3 %.These steps would make the EU an effective rival of the US and make both unions conscious of the best practices in one another with a view to perhaps merging the two systems and making one union of 77 states. A union of such size would make all traditional wars preventable on our planet and it would have the means to seriously combat global warming and other threats to our globe’s health.

Musings on Unions of States After Brexit

The goal of any union of states must be to make each state secure and sovereign even though the central government of any union must be given sovereign powers. The key to resolving this contradiction is the principle that the sovereign powers granted the central government should be mainly military and diplomatic, powers that will diminish or disappear because unnecessary when the union has enough states worldwide to make traditional wars impossible and diplomacy of minimal necessity. This is the main principle behind the American union but, tragically, a world populated by independent states who retain the sovereign power to make war has created much more sovereign power for the government in Washington than was intended by the American constitution. The Constitution granted the central government in Washington full sovereign power only over the military and diplomacy. If 50 more states joined the 50 American states, war would be tactically eliminated worldwide so that the US military and diplomatic powers would have minimal or no importance. The sovereign powers of states would be enhanced all the more especially given that the main goal of the union was to secure and strengthen them.
The European Union of 28 sovereign states did not give its central government exclusive war and diplomatic powers. Its second error was its attempt to govern by a weak central government with thousands of representatives coming from all the districts of all its states. The government of a union does not need to be set up to function perfectly as a democracy. Democracy should be the business of its state governments. The central government should be run by many fewer representatives all the more that its main goal should be to diminish its powers in proportion as its union expands and makes war powers and diplomatic powers less necessary or unnecessary.
The American union began by limiting the sovereign powers of its states and the European union began by not limiting them. Neither is presently successful and perhaps the best that can be said is that the American union is failing at least having been established with the correct principles for a real and substantial union.

President Clinton and Emperor Augustus

Hillary Clinton, the  next US President, will be the most firmly established world ruler since Augustus, the first Roman Emperor. She is now busily making campaign speeches touching upon domestic issues like the need for money for schools, infrastructures, lower higher education costs, internal business investments, support for immigrants etc.. Even while emphasizing domestic issues to earn the presidency, she does at times explain the need to keep the American financial and economic systems strong and harmonious and warn that upsetting them would be bad for the world economy. She knows better than anyone after years in Washington and as Secretary of State for four years that the real basis for world prosperity is a continual sacrifice of internal domestic needs for average Americans and a total reliance on corporations, especially very rich corporations, to stabilize and produce global prosperity. Corporations govern the world and control its future. Politicians in the American Congress are bought and paid for with money from corporations to pass the laws they need. Augustus kept the Roman legions spread out in his empire for the benefit of worldwide harmony and peace. The modern legions in Clinton’s purview fighting to keep the world organized peacefully for private profit are global corporations. President Clinton will solidify her own power by supporting them. World money will dictate the main direction of her presidency. She will be ready to hear propositions from anyone worldwide with enough power to open roads globally to corporations. Domestic issues will slip as usual in Washington into the background. We can believe that she is sincerely interested in them. It is simply that they count for nothing in corporate headquarters. That is where the only power exists that can realistically make her political presence strong and meaningful.
But Emperor Augustus did have some room to govern independently of his legions. He supported the political and economic stability of thousands of flourishing city-states worldwide. Many of them built temples to him and worshiped him as a God. Will Clinton try her luck to do something good for the world even though forced to keep corporate needs as her priority? Whatever might make her worshipful worldwide like the Emperor Augustus will have to be approved by corporations and must make them more secure. How about using Article lV Section 3 of the Constitution that gives Congress the right to admit new states? New states in the American union located worldwide would secure and stimulate more corporate investment globally and would also stimulate the domestic American economy by greatly expanding its size. Clinton could give average Americans new economic perspectives and states worldwide new prosperity and freedom by allowing them to benefit also from the global corporate power that benefits her, the world’s new Emperor, and that she can not do without.

Terrorism and Freedom

If you have some type of fixed philosophy or strict religion that rules your behavior then you are a terrorist. You do not kill people in nightclubs with an attack rifle but you do do violence to yourself. Freedom is not one answer to terrorism it is the only answer. History has recorded for us so many different messages defining the meaning of life that we can at last be sure that there is no one tried and true fixed meaning. The only thing that is born from real freedom is love and  terrorism and violence are creatures of abject slavery.
The terrorists are right that America is their enemy. We got rid long ago of the petty nationalistic and religious structures that have turned them into rabid animals. We are for all people and against all structures of any kind that limit people. We are a people in a country united only by one sacred document. The American Constitution of 1790  does not allow us by law to ever live in a nation with the restrictions of national customs, national languages and national religions. It condemns us to be politically free and if the sacred words and spirit of the document had not been perverted many times over many years it might have created a country where freedom within and outside ourselves is not just an idea but a reality. We might none of us have made ourselves terrorists by clinging fanatically to a fictitious formula we invented to rule ourselves by making some vibrant and bullying form of egotism a phoney substitute for freedom.
